HWCAE was established under the Ministry of Education. It was recognised that despite the desirability of young people to attend a local mainstream scholl, the reality was that a number of young people were unable to do this. Alternative education was as the most appropriate way of ensuring that young people alienated from mainstream schools were able to have another opportunity to complete schooling. HWCAE was established in 1999 and in 2000 the first intake involving 6 students began.

Their positive findings have been published, featured and sited worldwide. Palmerston North Girls' High School is a Decile 9 secondary school situated in the heart of New Zealand’s North Island region of Manawatu. Set on 6.43ha grounds, amongst the trees and parks of Palmerston North city (population 78,400), the school provides a safe and supportive environment for many young women. Established in 1902, Palmerston North Girls' High School enrols 1200 young women from the city and its surrounding districts into Year 9 (ages 12-13) to Year 13 (ages 17-18). The school has a long tradition of excellence, and has an enviable record of academic and sporting achievement by students across all year levels. Palmerston North Girls' High School admits a number of international students each year,allowing us to provide an optimal learning environment for the acquisition of the English language and success in all levels of study. We enrol up to thirty international students from a variety of countries, currently including China, Taiwan, Japan, Korea and Thailand. With such a small number of students spreading across a range of nationalities, they all benefit from, and enjoy, our world-class education. The record of academic achievement of our students is one of which we are justifiably proud. In 2007 the Palmerston North Girls' High School Year 13 Mathematics Prefect was one of only 8 students NZ-wide awarded a Premier Award for Scholarship (NCEA Level 4). Achievement by Palmerston North Girls' High School students is above the National Average at all levels of NCEA. For example, in 2007 the percentage of Palmerston North Girls' High School students who obtained Achieved with Excellence at Level 1 NCEA was twice the National rate, and the percentage of NCEA Level 3 students who obtained Achieved was 41% higher than that New Zealand-wide. Palmerston North Girls' High School inspires all its young women to achieve personal excellence, and we seek to enrol International students who aspire to this ethos. Within our constructive and encouraging learning community, participation is expected, endeavour celebrated, diversity respected and teamwork encouraged. A strong work ethic is promoted and expected. Our curriculum choices and pathways provide International students with the opportunity to achieve excellence as a strong foundation to success in the English language and in tertiary education.
